Decreasing Customs Rates

As of January 2007, Serbia has introduced HS 2007 into its customs tariff system. Customs rates, as provided by the Customs Tariff Law, apply to goods originating from countries which trade with Serbia that is treated according to most-favored nation (MFN) principle. For goods originating from other countries, MFN rates increased by 70 percent apply; this currently applies only to goods originating in Taiwan. Customs rates range between 0 percent and 30 percent, and the weighted customs rate is 6.3 percent. Also, export duties exist for waste from Fe, Cu, Zn, Pb, Sn and steel (15 percent) and raw hide (20 percent).

The latest amendments to the Serbian Customs Tariff Law were made in July 2005 and have introduced the increase of customs rates for 175 products, mostly in strive to protect the following sectors:

  1. Agriculture
  2. Leather industry
  3. Furniture industry
  4. Electrical household machines industry.

By the same amendments, the customs rates were decreased for 164 products, namely raw materials and semi-products not produced in Serbia, inputs for export-orientated organizations and those producing for the domestic market where there is high demand, especially in the following sectors:

  1. Black metallurgy
  2. Colored metals
  3. Aluminum
  4. Wood industry
  5. Textile industry
  6. Graphics industry.

The weighted customs rate was decreased by approximately 0.09 percent.
